Library Director Shares Passion for Serving the Community

[Saipan, Northern Mariana Islands] The California State University at Los Angeles conducted the live webinar on heritage stories from the Pacific entitled “Spotlight on Micronesia: Empowering Local Communities in Heritage Management, Libraries, Archives, and Museum Curatorship.” The webinar was featured live on zoom and Facebook with over 1,200 views. The weekly interviews spotlight hardworking leaders in the heritage fields particularly in the field of libraries, archives, and museums in order to inspire individuals wishing to pursue that work path. Library Director Erlinda C. Naputi was the spotlight for this live webinar interview on February 27, 2025. Library Director Erlinda C. Naputi shared her passion for serving the community through her work at the Joeten-Kiyu Public Library. With over 33 years of experience in the library field, Mrs. Naputi has dedicated her career to fostering a love of reading and learning in her community. She was interviewed by renown heritage advocate and this year’s Pacific Islands Association of Libraries, Archives, and Museums (PIALA) Lifetime Achievement Awardee Dr. Tarisi Vunidilo, Assistant Professor of Chicana/o Latina/o Studies, College of Ethnic Studies at Cal State Los Angeles.

Library Director Erlinda C. Naputi credited her family especially her husband Martin for supporting her throughout her library career. She also mentioned the loss of her brother Francisco Cabrera a couple of weeks ago. “We learn in life [that] you know we will come across hardships and sadness and just have faith and trust in the Lord that he is guiding us in the right direction. I am just happy to have this opportunity today to share my story, the good work that we do back here on this side of the world, and I hope that my story that I will be sharing here today will inspire others, that with hard work, dedication, and passion, your dreams can come true regardless where you are at and what you do in life. There may be a few setbacks, and there may be a few obstacles and hurdles you will have to overcome, but as long as you continue to move forward every little step there is just continue to move forward, as long as it’s in that direction that you are going to, that you will reach the top.”

Library Director Naputi shared that she began working for the Joeten-Kiyu Public Library right out of high school to support her grandparents. She described how the library as established, giving special thanks to two (2) indigenous businessmen the late Jose “Joeten” Camacho Tenorio and Manuel “Kiyu” Seman Villagomez, who loved their community and saw a need for a public  library, so they donated about eight hundred thousand [dollars] each to build a library along with numerous donors and contributors and businessmen like the late Tony Pellegrino, Dr. Elizabeth Rechebei, the Younis family [the late Abed Younis]—they donated funding to have a public library for our community, and many others in our community whose tireless efforts helped lay the foundation for the Joeten-Kiyu Public Library.

Erlinda C. Naputi has worn many hats from Part-Time Clerk Typist to Full-time Library Assistant, Computer Specialist, Front Circulation Supervisor, Children’s Librarian II, Acting Library Director to Library Director. She has attributed her knowledge and growth to the amazing team she has worked with and continues to work with.

For Library Director Naputi, the most rewarding aspect of her job is the opportunity to serve the community. She believes that libraries play a vital role in providing access to information, resources, and educational opportunities for people of all ages. She is particularly proud of the library’s outreach programs, which bring books and educational materials to underserved communities. Library Director Naputi shared how in FY2024, the Bookmobile reached over 65,818 patrons reaching underserved communities throughout the island. She shared about the monumental developments the library is going through, namely, the $1.2M solar power system project for the Joeten-Kiyu Public Library and $ .4M furniture upgrade for the Saipan, Tinian, and Rota public libraries.  Furthermore, Library Director Erlinda C. Naputi reported on the national recognition the Joeten-Kiyu Public Library received from the American Library Association’s American Libraries magazine regarding the Sensory Corner for families with children with autism and special needs.

For aspiring librarians, Library Director Naputi offers the following advice: Be passionate about your job. Love what you do! Erlinda C. Naputi’s passion for her job is evident in her dedication to serving the community and her commitment to lifelong learning. She is an inspiration to her colleagues and patrons alike, and she is a shining example of the positive impact that libraries can have on their communities.

Not only is she is the Library Director of the Joeten-Kiyu Public Library, but Erlinda C. Naputi is the 1st female President from the Northern Mariana Islands to lead the Pacific Islands Association of Libraries, Archives, and Museums(PIALA), the Pacific region’s leading library, archive, and museum association. She shared about last year’s successful PIALA Conference at the Guam Museum, and she is looking forward to this year’s Conference at the Republic of the Marshall Islands.

In a heartfelt closing, Library Director dedicated her webinar interview to her late brother Francisco “Ko” Ramon Cabrera.  Library Director Naputi’s passion for her job is evident in her dedication to serving the community and her commitment to lifelong learning. She inspiration to her colleagues and patrons alike, and she is a shining example of the positive impact that libraries can have on their communities.

[Saipan, MP] — In celebration of National Library Week, the Joeten-Kiyu Public Library is excited to invite our community to our National Library Week Proclamation Signing and Literacy Block Party event on Saturday, April 5th, 2025, from 10:00 AM to 2:00 PM. This annual event highlights the significant role libraries play in transforming lives and strengthening communities by providing access to knowledge and fostering lifelong learning. We will be hosting 3 proclamations celebrating National Library Week, National Library Workers’ Day, and National Library Outreach Day followed by a spectacular Literacy Block Party! Celebrate with us as we kickstart National Library Week (April 6th to 12th, 2025) and School Library Month with cultural arts and crafts, local authors, book sales, carnival games, bouncy house, community partners, cultural performances, zumba, local vendors, local farmers, informational booths, and so much fun for the whole family!

National Library Week, observed nationwide, celebrates the invaluable contributions of libraries, librarians, and library staff. The Joeten-Kiyu Public Library will host a series of activities during this week-long celebration, offering an array of library services to engage individuals of all ages and backgrounds.

What does the Joeten-Kiyu Public Library plan to offer during the week-long event?

There will be read aloud and craft activities, computer classes, Free Library Card Replacement Day, Food for Fines, Amnesty Day, Roadside waving, Bookmark making, Bookmobile Parade, Sensory Night celebration, and so much more! We will host creative activities that will spark imagination and lifelong learning. There will be educational and interactive activities designed to promote lifelong learning and community engagement.

  • Wednesday, April 9: National Library Outreach Day (formerly National Bookmobile Day), a day to celebrate library outreach and the dedicated library professionals who are meeting their patrons where they are. Bookmobile school parade!
  • Thursday, April 10: Take Action for Libraries Day, a day to rally advocates to support libraries.

Did you know that the first National Library Week was observed in 1958 with the theme “Wake Up and Read!” The 2025 celebration marks the 67th anniversary of the first event. Award-winning author and illustrator Raina Telgemeier and cartoonist and comic theorist Scott McCloud have been selected as National Library Week 2025 Honorary Chairs of the American Library Association. Their partnership produced “The Cartoonists Club” which is a Scholastic’s Graphix imprint. Scholastic’s Graphix imprints are where the most popular graphic novels and the most talented creators are published. So, congratulations Raina and Scott for receiving such an amazing honor!

Joeten-Kiyu Public Library Receives the Francis Keppel Award of Excellence for State Data Reporting from the Institute of Museum and Library Services

[Saipan, MP] – The Joeten-Kiyu Public Library (JKPL) is proud to announce that Library Director Erlinda C. Naputi and Systems Librarian Omar T. Manacop have been awarded the prestigious Francis Keppel Award of Excellence for State Data Reporting from the Institute of Museum and Library Services (IMLS). This national honor recognizes the Joeten-Kiyu Public Library’s outstanding commitment to collecting and reporting data that accurately reflects its impact and effectiveness in serving the people of the CNMI.

The Francis Keppel award is presented annually by the Institute of Museum and Library Services to honor libraries that demonstrate superior reporting of data in accordance with state standards. The Joeten-Kiyu Public Library was selected as the recipient of this year’s award for its exemplary efforts in data collection, analysis, and reporting.

“We are thrilled to receive this national recognition for our dedication to maintaining high standards of data reporting,” said Library Director Erlinda C. Naputi. “This award is a testament to the hard work and commitment of our entire team, who have consistently demonstrated a strong understanding of the importance of accurate and meaningful data in measuring our impact on the community.”

The JKPL’s efforts in state data reporting have been critical in demonstrating its value and impact in the CNMI. By effectively collecting and reporting data, the JKPL has been able to provide valuable insights into its programs, services, and resources, ultimately leading to improved decision-making and better serving the needs of its patrons.

The Francis Keppel award was presented to the Library Director Erlinda C. Naputi and to the Systems Librarian Omar T. Manacop at the Annual IMLS State Data Coordinator’s Meeting on January 14,  2025. The Francis Keppel Award of Excellence for State Data Reporting is a prestigious accolade, and the Joeten-Kiyu Public Library is honored to be recognized for its exceptional effort. Since 2019, the Joeten-Kiyu Public Library has been a consecutive recipient of the Francis Keppel Award. The library looks forward to continuing its work in maintaining high standards of data reporting and further enhancing its impact on the community.

Background:

The Francis Keppel Award Excellence for State Data Reporting is named after the distinguished U.S. Commissioner of Education who served from 1962 to 1965. He was also a well-known member of the U.S. National Commission on Libraries and Information Science from 1978 to 1983. Francis Keppel was an early and enthusiastic advocate of reliable and regularly reported national, State, and local library statistics that would provide a basis for public policy formulation and the improvement of library services for the entire spectrum of the U.S. population.

Joeten-Kiyu Public Library’s Sensory Corner Receives National Recognition

[Saipan, MP]  American Libraries, the voice of the library profession and the flagship magazine of the American Library Association (ALA), published a full spread article on the Joeten-Kiyu Public Library-CNMI State Library for their November/December 2024 issue to some 50,000 individuals and organizations worldwide. The article spotlighted Joeten-Kiyu Public Library as the recipient of ALA’s Libraries Transforming Communities: Accessible Small and Rural Communities grant one year later. 

In 2023, Joeten-Kiyu Public Library was competitively awarded a $20,000.00USD from the American Library Association Libraries Transforming Communities: Accessible Small and Rural Communities Grant, an American Library Association initiative that provides community engagement and accessibility resources to small and rural libraries to help them better serve people with disabilities. JKPL utilized the funding to transform a portion of the Children of Our Homeland Center(a.k.a. the Children’s Library) into a Sensory Corner, which includes sensory equipment, devices, assistive technology, toys, and supplies for children who require assistance for disabilities that may be physical, developmental, behavioral, or emotional. The library officially unveiled the Sensory Corner at its National Library Week proclamation signing event in April 2024.

Library Director Erlinda C. Naputi shared her sentiments regarding the feature, “We are incredibly thrilled and honored that the Joeten-Kiyu Public Library’s Sensory Corner has been featured in the prestigious American Libraries magazine. This national recognition is a testament to the hard work and dedication of our entire library team, who are committed to providing our community with the best possible library services. It is truly amazing how our small library in the western Pacific is making a huge difference in the lives of our community is phenomenal.

The Sensory Corner is a space in our library designed to provide a safe and welcoming environment for individuals with autism and special needs. It is equipped with a variety of sensory tools and resources, such as fidget toys, calming lights, and noise-canceling headphones, and so much more!– which can help to reduce stress and anxiety. We are humbled to be able to offer this unique space to our community, and we are grateful to American Libraries magazine for highlighting our efforts. We hope that this recognition will inspire other libraries to consider creating similar spaces for their patrons.

Joeten-Kiyu Public Library’s Community Halloween Trunk-or-Treat

[Saipan, MP] Hey, Trick-or-Treaters! It’s that spooky time of the year again! The Friends of the Joeten-Kiyu Public Library, the library itself, and our awesome community partners are thrilled to invite you to our annual Community Halloween Trunk-or-Treat event.

This family-friendly bash is all about providing a safe and fun space for kids to enjoy Halloween while also getting to know our amazing community and indulging in some seriously yummy treats. It’s an annual tradition that brings us all together, strengthens our bonds, and gives families an alternative to the classic door-to-door trick-or-treating.

So, mark your calendars for Thursday, October 31, 2024, from 3:30 p.m. to 6:30 p.m. We’re setting up in the Joeten-Kiyu Public Library parking lot in Susupe, Saipan.

Since 2012, thousands of kids and adults have had a blast dressing up in their spookiest costumes and trick-or-treating in our parking lot. It’s been an incredible journey, and we can’t wait to do it all again this year.

We’re inviting community organizations, schools, business owners, and families to join in on the fun. If you have a trunk, register it and get ready to deck it out in all its Halloween glory! And if you’re feeling generous, consider sponsoring this year’s event. It’s a great way to show your support for our community and make this event even more special.

Northern Mariana Islands Center for the Book: Joeten-Kiyu Public Library, a Library of Congress Affiliate, Names 2024 Books for Youth and Adults as a “Great Reads from Great Places” National Book Festival Celebrates Local Literary Heritage of the States and Territories

[Saipan, MP] An estimated 200,000 book lovers joined the Library of Congress National Book Festival in person on Saturday, August 24, 2024 at the Washington Convention Center, Washington DC. This year’s festival theme “Books Build Us Up” celebrates the transformative power of books in all of us. The National Book Festival brings together best-selling authors, poets and illustrators with thousands of readers for book talks, panel discussions, book signings and other engaging activities from across the country and beyond to celebrate reading, literacy, authors, and community.

The Northern Marianas Center for the Book: Joeten-Kiyu Public Library took center stage at the Roadmap to Reading/Great Reads from Great Places floor by proudly displaying the official book selections for 2024, representing the Northern Mariana Island’s local literary heritage. The titles chosen are:

    • Children/Youth Title: Hafa Sinentete-mu? by Adora Jay San Nicolas. Illustrated by Xander Creations. Written in Chamorro with English translation, edited by the Chamorro and Carolinian Language Policy Commission and the Carolinian Affair’s Office, and published by the Lady Diann Torres Foundation through the Language in Literacy Young Author’s Program.
    • Adult Title: The Rope of Tradition: Reflections of a Saipan Carolinian by Lino Olopai with Dr. Juliana Flinn, published by the Northern Marianas Humanities Council in collaboration with the Children of Our Homeland Project/Joeten-Kiyu Public Library.

Dressed in Chamorro mestisa-wear with a tropical backdrop featuring our CNMI flag, a beach scene and an ancient Chamorro latte house, Team JKPL showcased the warmth and hospitality of our islands at the National Book Festival. From sharing information about our local books, our islands, our people, our language, and our culture, Team JKPL was represented by Library Director Erlinda C. Naputi, Technical Services Librarian Beth Demapan, Library Assistant I/Employee of the Year Caitlyn Crisostomo, Library Assistant I Kaleina Reyes, and Administrative Officer III Vincent Sablan. Thousands of visitors commented about how beautiful the people of the Northern Marianas were and expressed their interest in visiting the CNMI. Here are a few of the comments our visitors shared: 

      1. “You are all amazing! You all look so beautiful!”
      2. “I have to look into going to [Saipan]. Your island looks so beautiful!”
      3. “I like your booth. It’s very pretty. I like your outfits. You stand out!”
      4. “Where is the NMI? I would love to visit! What is your language? Thank you for coming here!”
      5. “I was gonna say, I love you guys!”

During the 2024 National Book Festival at the Washington Convention Center, representatives from the 50 states, the District of Columbia, Puerto Rico, the U.S. Virgin Islands and Northern Marianas staffed tables to promote their book selections and other literary works reflective of their unique locations. The area at the convention center where the 56 tables were assembled is called the Roadmap to Reading. This activity has been a part of the festival since 2002.

Manning’s first book, Marmalade’s Exciting Tail, is set in Menomonee Falls, Wisconsin. It is a modern story of Claire Young, a Web developer who recently broke up with her fiancé. Planning for a fresh start, she starts packing to move to another city for an intriguing job offer when her cat escapes and runs away. Claire cannot imagine losing her furry best friend, so she does the first thing that comes to mind—she asks her ex-fiancé, Kirk, to assist her in the search.

The Fundamental Issues Affecting the Northern Mariana Islands discusses in greater detail the political arrangement between the United States and the Northern Marianas. It highlights and discusses some of the fundamental issues affecting the Northern Marianas as a self-governing commonwealth within the American political family. The first set of issues includes its geographical isolation, small land area, small population, lack of natural resources, and lack of capital required for economic development. The second set of issues relates to local self-governance and matters of qualification and competence of the Commonwealth of the Northern Mariana Islands (CNMI) public officials, both elected and appointed. In order for the CNMI to succeed as a self-governing commonwealth, several fundamental matters have to be addressed and issues related to such matters have to be corrected by its leaders.

2024 Back to School Bash with the Joeten-Kiyu Public Library

[Saipan, MP] The Joeten-Kiyu Public Library hosted a very successful “Back to School Bash” on August 24th, 2024. To celebrate our love for learning, we reigned in the new school year with a read aloud at 10:30 a.m. followed by Stationery activities, Bingo, Face Painting, a Wii Sports gaming corner, and a Nintendo Switch gaming area! The children all received a little goodie bag of school supplies, and had the opportunity to win coloring books, crayons, and even a brand-new backpack with a matching lunchbox and pencil case. How cool is that?! The event took place in the Children of Our Homeland a.k.a. the “Children’s Library”. Throughout the event, children giggled, interacted and expressed their love for their community library.

Here at the Joeten-Kiyu Public Library, we are always coming up with new ideas to engage with our community and intertwine that with learning. Did you know that with your Joeten-Kiyu Public Library card, you have access to more than 600 free lifelong learning courses in over 30 subject areas, many of which offer continuing education units (CEUs)?  Course offerings include Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Publisher) and Google Docs, Sheets and Slides. Take courses on Cybersecurity, QuickBooks, business, basic finance, career training, How To/Do It Yourself, Homeschooling, Parenting, Crafts & Hobbies, Alternative Medicine and many more. Chamorro and Carolinian Heritage Month with the Joeten-Kiyu Public Library

[Saipan, MP] Did you hear that the Joeten-Kiyu Public Library will be hosting a read aloud of books written in Chamorro and Carolinian? That’s right! On Saturday, September 07th, 2024 and September 21st, 2024, JKPL will be hosting a read aloud. We are excited to extend an invitation for families to come by and enjoy this experience in celebration of Chamorro and Carolinian Heritage Month!

The read aloud will start at 10:30 a.m. and will be followed by an activity for children to engage in afterwards. If you would like, you are also welcome to borrow cultural books from our Pacific Collection and to take a look at our cultural display of artifacts curated over the years! Spread the word, and we hope to see you there!

The Chamorro and Carolinian Heritage read aloud and activity will take place at the Joeten-Kiyu Public Library in the Children of Our Homeland, a.k.a. the Children’s Library.
