[Saipan, MP] — The Joeten-Kiyu Public Library proudly hosted a successful National Library Week Proclamation Signing and Literacy Block Party event on Saturday, April 5th, 2025. The event brought together over 1,429 members of the local community, which celebrated the vital role libraries play in empowering individuals and strengthening communities. It was also livestreamed from the CNMI and Guam streamed via facebook through the Marianas Agupa Show Chamorro News.
The National Library Week Proclamation, National Library Outreach Day (a.k.a. Bookmobile), and National Library Worker’s Day Proclamation signing events marked a significant occasion, reaffirming the library’s commitment to fostering literacy, lifelong learning, and providing equal access to information for all. In addition to the proclamation signing, the event featured a vibrant literacy block party, with a variety of activities, performances, and opportunities for individuals and families to connect with local organizations and resources.
“We are thrilled with the incredible turnout at this year’s National Library Week celebration. It was a joyous occasion to witness the community coming together to support our library and the many services we offer,” said Library Director Erlinda C. Naputi. “We want to extend our deepest gratitude to our community partners, vendors, donors, and volunteers who helped make this event such a tremendous success.”
The celebration was a true reflection of the power of collaboration and community spirit. Families enjoyed a range of activities, including interactive, hands-on games, educational informational booths, carnival games, face painting, an agricultural/plant care station, an animal petting area, and live entertainment, all while discovering the many ways the library supports literacy and lifelong learning.
The event was emceed by Library Outreach Assistant Sina Ha’ani Palacios and Technical Services Librarian Beth B. Demapan. It began with a powerful kulu blowing from Junior Library Volunteer Ava Lyn N. Lizama, 3rd Grade, Kagman Elementary School. Followed by a moment of silence to honor the memory of the late Commonwealth Library Council Chairman George Norita Camacho.
Library Director Erlinda C. Naputi then delivered the Welcoming Remarks and Highlights of the Joeten-Kiyu Public Library, “To date, JKPL continues to offer free educational resources to everyone, provides a safe refuge for the homeless and underserved populations, helps boost local economies, helps connect communities, and most importantly, preserves our history and culture. With over 123,000 items in our collection, JKPL served more than 106,688 patrons in 2024 alone. The JKPL offers a wide array of programs, classes and resources, including Cultural Literacy and Computer Classes, Teen Book Club, Movie Days/Nights, Storytime, Arts and Crafts, Pacific Collection, Ukulele Classes, Library of Congress Center for the Book, Library of Congress’ National Library Service for the Blind and Print Disabled, Book Sales, Summer Reading Program, Book Talks, Volunteer Programs, Video Tele-Conference Room, Virtual Learning Resources, and so much more!”
Library Director Naputi also expressed her sincere appreciation to the hardworking, dedicated, and passionate team at the Joeten-Kiyu Public Library. “Each and every one of you plays a vital role in our success–Vincent Donald Palacios Sablan, Beth Demapan, Silver Balisalisa, Ray Jr. Deleon Guerrero, Celina Camacho Foreman, Leoralynn Sablan Terlaje, Omar T. Manacop, Joey Songsong, Caitlyn Crisostomo, Kaleina Reyes, Sina Hani Palacios, Carrie Camacho, Shanice Guerrero, Haena Cruz, Gerard Borja, and Bergitt Maratita from the AC Atalig Memorial Library in Luta.” She also recognized the 2025 Employee of the Year Awardee–Bookmobile Supervisor/Library Assistant III Leoralynn Sablan Terlaje and 2025 Leadership Awardee– Technical Services Librarian Beth Barcinas Demapan.
First Lady Wella Palacios graciously delivered the Special Remarks sharing, “This year’s theme, ‘Drawn to Your Library,’ resonates deeply with me. Libraries are more than just buildings filled with books; they are vibrant community hubs, centers of learning, and gateways to endless possibilities. They draw us in with the promise of knowledge, the comfort of familiar stories, and the excitement of discovering something new. Our libraries in the Northern Mariana Islands are particularly special. They serve as vital links to our rich cultural heritage, preserving our stories, traditions, and language for generations to come. They offer a safe and welcoming space for children to explore, for students to learn, and for adults to connect and grow.”
After First Lady Wella Palacios’ speech, Team JKPL invited the family of the late Commonwealth Library Council Chairman George Norita Camacho to the stage as they humbly paid tribute to the late George Norita Camacho who served as Commonwealth Library Council Chairman from 2017 to 2023 and as Secretary from 2023 to 2024. Current CLC Chairman Charles Villagomez shared, “George Norita Camacho committed his life to advancing the literacy needs of others, most especially the CNMI community. He was a key figure at crucial decision points in the Commonwealth Library Council and the Joeten-Kiyu Public Library for the education and inspiration of people everywhere. George was a selfless public servant, who focused on lifelong learning for everyone.”
As part of the National Library Week Proclamation, the Joeten-Kiyu Public Library unveiled the A&E for the Joeten-Kiyu Public 174kW Solar Photovoltaic PV Carport Project. The solar power project is a monumental development in the library’s efforts to promote sustainability and reduce energy costs. The library extended a deep appreciation to the hardworking and steadfast efforts of U.S. Congressman Gregorio “Kilili” Camacho Sablan, who successfully included the Joeten-Kiyu Public Library Solar PV Carport Project in the Consolidated Appropriations Act, 2023, signed into law by then-President Joe Biden on December 30, 2022. This success provided the library with $1.6 million in U.S. Congressional earmark funding, with $1.2 million designated specifically for the library’s solar power system, and $400,000.00 for furniture upgrades for public libraries in Saipan, Rota, and Tinian.
In February of 2023, SNILD Chairman/Honorable Congressman John Paul Sablan introduced House Bill 23-6 to prioritize net metering for public libraries, which was successfully passed in both the House and Senate in March 2023, and signed into law by Governor Arnold I. Palacios in July 2023. This significant legislative effort has paved the way for the solar PV Carport Project, which continues to move forward under the leadership and guidance of Capital Improvement Program (CIP) Administrator Elizabeth Balajadia and is expected to save the library $100,000.00 annually on utility costs.
“This is a monumental project that underscores our commitment to sustainability and environmental responsibility. It will not only save the library significant operational costs but also provide an opportunity for us to contribute to the long-term well-being of our environment,” said Erlinda C. Naputi, Library Director. “We are excited to unveil the A&E for the Joeten-Kiyu Public 174kW Solar Photovoltaic PV Carport Project today as part of our ongoing efforts to make the library more energy-efficient and eco-friendly.
The celebration of this project highlights the dedication of the library’s hardworking team, including the efforts of United States Department of Agriculture, Office of Grants Management, and the Capital Improvement Program, who have worked diligently to bring this project to fruition. As the project continues to progress, it represents not just a financial investment in the library but a commitment to sustainability for generations to come.”
The Joeten-Kiyu Public Library also recognized Educational Tax Credit donors who contributed greatly to the success of the programs and services of the library. The Joeten-Kiyu Public Library is a designated educational institution and is qualified to receive donations under the Educational Tax Credit Program (CNMI Public Law 15-120). Tax deductible contribution will be used by the Joeten-Kiyu Public Library to support library programs such as the Summer Reading Program, National Library Week, Anniversary Celebration, Easter Eggstravaganza, Book Clubs, Cultural Programs, Saturday Read Aloud, Sensory Corner, and so much more! Educational Tax Credit helps support educational initiatives, circulation materials, as well as, resource and collection development.
Furthermore, the National Library Week Community Partner Recognition Plaque was presented to Director Mike Cruz from the Division of Parks and Recreation under the CNMI Department of Lands and Natural Resources and Saipan Mayor Ramon “RB” Camacho and their hardworking team for ensuring that the Joeten-Kiyu Public Library’s exterior facility grounds were ready for the community during National Library Week.
